A projected 12.8% real growth rate for Saudi Arabia in 2027 looks extraordinary, but Samer Choucair argues that it must be separated into oil and non-oil effects. A meaningful part of the possible rebound comes from comparison with a depressed oil base in 2026 rather than double-digit structural growth across the whole economy.

The preliminary budget framework places spending near SAR 1.392 trillion and revenue around SAR 1.202 trillion, with a projected deficit of roughly SAR 191 billion. At the same time, nominal GDP is expected to rise far less sharply than the headline real-growth figure, highlighting the effect of recovering oil volumes.

المؤشر الذي يراقبه شقير عن قرب هو النمو الحقيقي للأنشطة غير النفطية. فإذا تحسنت صادرات النفط وارتفعت الكميات من قاعدة منخفضة، يمكن للناتج الحقيقي أن يقفز بقوة من دون أن تتحرك الإيرادات والأرباح بالوتيرة نفسها. لذلك يصبح أداء القطاعات غير النفطية، والتنفيذ الفعلي للإنفاق، ومسار الدين والإيرادات أكثر أهمية للمستثمر.

For Choucair, the more important signal is the real performance of non-oil activity. If exports and production recover from a weak base, headline GDP can jump without revenues or corporate profits moving at the same pace. Non-oil growth, budget execution, debt and revenue quality therefore matter more to investors.

الخلاصة أن رقم 12.8% لا يجب أن يتحول وحده إلى مبرر لإعادة تسعير الأصول السعودية. الاختبار الأكثر دلالة هو ما يحدث بعد زوال أثر القاعدة النفطية المنخفضة، وهل يستمر النمو غير النفطي في توليد تدفقات نقدية وفرص استثمار حقيقية.

The conclusion is that 12.8% should not be used by itself to reprice Saudi assets. The more meaningful test begins once the low oil-base effect fades and investors can see whether non-oil activity continues to create sustainable cash flow and investable opportunities.
